Rîfê-enê Fîna Fêqê (/ˈrɪfɘ/ /ˈenɘ ˈfɪna/ [weak; fragile] [landlord]) is a subtropical Large Town located in the Rëfiithe Zone of the Union of Engineers.
The name Rîfê-enê Fîna Fêqê is derived from the Iron Elvish language, as Rîfê-enê Fîna Fêqê was founded by Trtê Tresh, who was culturaly Iron Elven.
Climate
Rîfê-enê Fîna Fêqê has a yearly average temperature of 22°C (71°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cool 20°C (68°F). Rîfê-enê Fîna Fêqê receives an average of 199 cm/y (78 in/y) of precipitation, most of which comes in the form of rain during the fall. Rîfê-enê Fîna Fêqê covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5850 m (19192 ft) above sea level.
Overview
Rîfê-enê Fîna Fêqê was founded in time immemorial, reportedly some time durring the late 8th century, by Trtê Tresh. The establishment of Rîfê-enê Fîna Fêqê was somewhat plagued by a lack of willing colonists, leading to Trtê Tresh electing to pay people to resettle in Rîfê-enê Fîna Fêqê.
Rîfê-enê Fîna Fêqê was built using the conventions of Iron Elven durring the late 8th century. Naturaly, all settlmentss have their own look to them, and Rîfê-enê Fîna Fêqê is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Rîfê-enê Fîna Fêqê is buildings folow an organic layout of restrictive cobblestone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Rîfê-enê Fîna Fêqê's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The town's boondoggle-of-a-fortified wall are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
A look around Rîfê-enê Fîna Fêqê is like a look into a broken heart. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need. It’s not malicious. Heads are hung. Eyes are empty. Something truly horrible happened here once upon a time and the town never healed.

They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Rîfê-enê Fîna Fêqê's natural decorations nor waterways.
Rîfê-enê Fîna Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Rîfê-enê Fîna Fêqê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are in a state of despair and dull apathy. They've lost the things that used to give them pride and hope, with the best among them carrying on out of habitual duty and the worst giving ready hands to shameful deeds and ignoble acts. No one really believes the future can be better, and most seek only to satisfy immediate appetites.
Rîfê-enê Fîna Fêqê's chapel was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..

The Panda, Red near Rîfê-enê Fîna Fêqê are known to be almost tame, such that they can be put to domestic use.
Rîfê-enê Fîna Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves ritual combat to channel Chronomancy energies of tier 3 via recitation of scripture.

In time immemorial, reportedly some time during the late 2nd century, Rîfê-enê Fîna Fêqê was attacked by members of a peasant revolt. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Rîfê-enê Fîna Fêqê lost 252 people, 237 livestock, and 73 buildings. The conflict ended after roughly 221, when members of Rîfê-enê Fîna Fêqê's militia enacted an operation to destroy or capture a specific enemy general. The operation was complicated by a significant percentage of the militia choose to go abandon the operation and return home. The conflict ended with an assault and siege on the prison, which ended in a crushing defeat for Rîfê-enê Fîna Fêqê's forces. The war is remembered in legend by Rîfê-enê Fîna Fêqê's bards, historians, and legend keepers.
